Integrated Education and Training

A comprehensive service approach for building academic and vocational skills simultaneously

Integrated Education and Training diagram

While contextualized instruction is one element of Integrated Education and Training (IET), the IET model encompasses much more. IET is a comprehensive service approach that enables learners to build academic and vocational skills simultaneously. By the end of an IET program, participants not only strengthen foundational skills but also gain the technical competencies needed to succeed in a specific career field.

IET Requirements

To meet IET requirements, adult education and literacy activities, workforce preparation, and workforce training must be integrated—meaning they are delivered concurrently and in context. This involves:

Three Essential Components

1. Sufficient Quality and Intensity

Both the academic and workforce components must be rigorous, high-quality, and informed by evidence-based practices. This is essential for helping learners improve reading, writing, math, and English skills.

2. Simultaneous Delivery

All three components must occur at the same time throughout the program.

3. Unified Learning Objectives

Regardless of funding source (Title I, Title II, etc.), the program must operate under one set of clearly defined learning objectives, which include:

Specific adult education content
Targeted workforce preparation activities
Defined workforce training outcomes

All activities should be intentionally coordinated to support cohesive learning.

Title II Program Requirements

Programs funded under Title II meet the requirement to promote educational and career advancement if:

1

The adult education instruction aligns with Pennsylvania's College and Career Readiness (CCR) Standards (to be covered in Module 4), and

2

The IET program is part of a broader career pathway.
